Vince Brescia, President and CEO, Federation of Rental-Housing Providers of Ontario (FRPO) discusses the challenges of converting a property from bulk to suite metering in Ontario as well as regulatory restrictions. He also addresses the inevitable introduction of "time of use" pricing in the province -- an incentive for landlords to switch to a sub-metered system.
